Why Data Visualization in Public Policy?

Public Policy is a wonkish field replete with people who have a deep understanding of the issues and challenges of their respective fields, but often times lack the capacity to answer the basic questions of "Why?","So What?", and "How?" to a layperson. I believe that data visualization has the capacity to bridge that gap. However, in order for data viz to fulfill that role it has to adhere to standards that always put data over normative conclusions and biases.

It should always put clarity and honesty over technical/artistic sophistication.
